The In-State College Betting Ban

Rhode Island prohibits any wager on a Rhode Island college team in any market, in any sport, at any time. Out-of-state college betting remains fully legal. Here is exactly what is and isn’t allowed.

The rule

Rhode Island sports betting law prohibits wagers on any college sporting event in which a Rhode Island institution is a participant. In practice, this covers two schools:

  • University of Rhode Island Rams (Atlantic 10 Conference)
  • Providence College Friars (Big East Conference)

The ban applies to every market: pre-game moneyline and spread, totals, parlays, player props, futures, and live in-game betting. It applies to both retail Bally’s sportsbooks and the Sportsbook RI mobile app.

What you can still bet on

The ban is narrow — only games where a RI school plays. You are fully free to bet on:

  • Any other college team, in any conference, in any sport
  • March Madness games — as long as URI or Providence is not playing
  • Bowl games, College Football Playoff, College World Series, and so on
  • National championship outright winners (futures), assuming neither RI school is in the bracket

Why this rule exists

The in-state college ban is a common feature of sports betting laws in the Northeast. New Jersey, New York, and Connecticut have similar rules. The intent is to protect college athletes from harassment by local bettors and to reduce the reputational risk of a betting-related scandal involving a state institution.

March Madness implications

Both URI and Providence have been NCAA tournament participants in recent decades. In years when one of them makes the field, you cannot bet on their games — even if they are playing a non-RI team. Your bracket pool is unaffected (those are not regulated wagers), but any sportsbook ticket on a URI or Providence game will be voided.

Common questions

Can I bet on URI in another state?

Yes. If you are physically located in Massachusetts, Connecticut, or another legal state when you place the bet, you can wager on URI or Providence games at any sportsbook licensed in that jurisdiction. Geolocation is what triggers RI’s rule — not residency.

Does the ban cover Brown University?

Brown is in Providence and competes in the Ivy League, which does not award athletic scholarships and historically receives less betting interest. Yes — Brown is a Rhode Island institution and is covered by the ban as well, alongside URI and Providence.

Will the ban change in 2026?

SB 748 (the 2026 expansion bill) does not modify the in-state college restriction. Even with new operators entering the market, the URI/Providence ban will remain in place.
